I was doing the ghost town mission and when I went to wait for panam at the power station she never came, looked for her and she was gone. Played other missions in the mean time and returned. WebHe has definitely completed Ghost Town, his intelligence is 6, and his current level is 31. In my opinion, the only possible reason he would be intentionally coded out by the game is because Nix, the character, doesn't see his V as someone who could benefit from the quest. Other than that, it's a pretty obvious bug.
